NYC Issues First in Series of Proposed Corporate Tax RulesNovember 03, 2025 Tax Notes State Eversheds Sutherland Partner Liz Cha is quoted in Tax Notes State discussing New York City’s Department of Finance releasing the first in a series of proposed rules to implement the city’s corporate business tax regulations. The initial rule covers definitions and nexus provisions and closely tracks New York State’s regulations. Liz notes that while the first rule doesn’t address areas where NYC previously indicated it would diverge from state regulations, such as sourcing rules, future rules may contain significant differences. She also highlights that the city’s guidance broadly captures activities beyond NYC’s borders and anticipates similar legal challenges to those faced by New York State’s P.L. 86-272 guidance.
