The Packaging and Packaging Waste Regulation (PPWR) sets EU-wide rules for the entire packaging life cycle. The Regulation covers the full packaging lifecycle, from design requirements, including packaging composition, how much of it is needed, and how recyclable it must be, through to waste management, including labelling, collection, reuse, and recycling.

The rules cover all packaging placed on the EU market, whether empty or filled, regardless of material or sector. Any business that makes, fills, sells, or imports packaging or packaged products is in scope, from brand owners and retailers to packaging producers and online sellers.
